The Pro-Enterprise Panel (PEP) is a private-public panel chaired by the Head, Civil Service. The PEP comprises business leaders as members, supported by a network of senior public officers.
The PEP serves as an internal advocate for businesses within the government with the aim of creating a more pro-enterprise environment that enables businesses to grow.
The PEP works closely with public agencies to provide timely, effective and practical solutions to address the regulatory concerns that businesses face. More than 2,000 suggestions have been received, with more than 1,000 already influencing changes in rules or regulations.
The PEP supports businesses with their regulatory challenges. This includes reviewing current regulatory regimes to save time and costs for businesses as well as facilitating a testbed for new business models and ideas that may contravene prevailing regulations.
New Idea Scheme
The Pro-Enterprise Panel will facilitate discussions between the business and relevant agencies to test a new business idea or model within a regulatory sandbox.
First Mover Framework
The First Mover Framework aims to facilitate a pro-enterprise environment by giving entrepreneurs with innovative business ideas a head start in the allocation of public assets. These First Movers can be given an advantage in the use of public assets to implement their ideas.

Green Economy Regulatory Initiative (GERI)
PEP will work together with the relevant agencies to develop a sandbox to testbed the solution in real time conditions. GERI is looking for solutions within these 8 sectors: carbon servicing and trading, circular economy, CO2 to aggregates, Electric vehicles, Energy, Hydrogen, Sustainable aviation and Maritime, sustainable tourism.
